An internal assessment by Petroleos Mexicanos (Pemex) showed it lacked expertise in the business of refining.
Knowledge from Pemex’s partnership in Deer Park with Royal Dutch Shell had not been transferred successfully to Pemex, which led losses in their Mexican refineries.
Analysts say that the key to Pemex’s success will now be absorbing the knowledge from its Deer Park facility now that Pemex owns 100% of the refinery.
Spokespeople from Pemex say that the Deer Park facility will be a benchmark fro efficiency and good practices they hope to utilize at their Mexican refineries.
